Tamara O’Neill Moreland is a shareholder at Larkin Hoffman in Minneapolis, where she advises clients on complex litigation involving land use, environmental issues, construction, real estate, and appellate advocacy. With over 25 years of litigation experience, she has successfully handled cases against city and state agencies in state and federal court and managed a wide variety of appeals.

O’Neill Moreland is a Minnesota State Bar Association board certified real property specialist and serves as ethics counsel at Larkin Hoffman. Her firm leadership includes serving 12 years on the board of directors, past chair of the professional development committee, and founder and past chair of the diversity committee.

Her construction litigation practice includes representing subcontractors in mechanic’s lien disputes, homeowners in construction defect cases, and commercial building owners in roofing disputes. Notable successes include negotiating settlements requiring builders to repurchase homes from homeowners and securing $315,000 for complete roof replacement on a Minneapolis commercial building. In land use matters, she has represented Minneapolis landlords challenging municipal ordinances and defended developers in complex disputes with school districts.

Her real estate litigation experience encompasses defending property owners in restrictive covenant enforcement actions, prescriptive easement disputes, and adverse possession claims. She successfully established adverse possession for a landowner in a four-day trial, with the decision affirmed by the Minnesota Court of Appeals. She also represented a supplier in obtaining a $1.6 million settlement from a large retailer.

O’Neill Moreland earned her law degree cum laude from Hamline University School of Law in 1997 and her bachelor’s degree summa cum laude in political science from Centenary College of Louisiana in 1994. She clerked for the Honorable John J. Sommerville from 1997 to 1998. She is admitted to practice in Minnesota, Wisconsin, and South Dakota, as well as multiple federal courts.

Her community service includes serving on the Minnesota Judicial Council from 2011 to 2016, where she co-chaired the Gender Fairness and Community Dialogue subcommittees, and serving as board member and legal counsel for the March of Dimes Minnesota Chapter from 2010 to 2014.
