Margaret Kelly named state budget director

Public finance veteran Margaret Kelly will become the state budget director for Minnesota Management and Budget Department (MMB). Kelly, who is currently the city of St. Paul’s financial services director, starts will join MMB later this month.
Kelly is no stranger to state government. She was a senior budget officer at MMB when the agency was called the Department of Finance. She was also chief financial officer at the state Department of Health.
She replaces Kristin Dybdal, a seven-year veteran of the agency, who is going to do independent health-care consulting.
Kelly joins MMB as Gov. Mark Dayton is crafting his 2012-2013 budget proposal, due out February 15.
