Where the landowners applied for a conditional-use permit; the township deemed the application to be incomplete and sent the landowners a letter requesting supplemental information; and the landowners declined to provide additional information; we conclude that because the landowners did not comply with the request for follow-up documents, their application was incomplete and the 60-day period under Minn. Stat. sec. 15.99 (2008) never started.

Affirmed.
