Andrew Noel, a partner at Robins Kaplan LLP, has dedicated nearly two decades to civil rights and personal injury litigation, building one of the most consequential plaintiff-side practices in Minnesota.

Noel launched his career in October 2002, assisting veteran trial attorney Bob Bennett in a Milwaukee civil rights case before his bar results arrived. That early experience shaped a practice centered on holding government actors and negligent parties accountable.

His civil rights work focuses on excessive force, jail deaths and constitutional violations against cities, counties and correctional facilities. Among his most significant results, Noel secured a $12.2 million settlement in a jail medical neglect case, a $7.5 million settlement following Derek Chauvin’s 2017 assault of John Pope, and a $7.5 million resolution in a sheriff’s sexual abuse case approved in February 2026. He also obtained what was then the nation’s highest result for a police shooting death following the 2017 killing of Justine Ruszczyk.

Beyond police misconduct, Noel has represented families in wrongful death and catastrophic injury matters, including victims of the I-35W Bridge collapse and drowning deaths linked to negligent property maintenance.
