Where the landowners sent a certified letter to every member of the board of supervisors; the letter “request[ed] a zoning certificate for our home to be located near our barn”; and the township did not respond to the letter; we conclude that the letter was not a “request” under Minn. Stat. sec. 15.99 (2008), such that the zoning certificate was approved because the township did not respond within 60 days because the statute requires persons seeking to obtain a zoning certificate to use the application form of the agency if one exists, the township had such a form at the time the landowners submitted their letter, and the landowners did not pay the filing fee.Affirmed.
