Jill A. Brisbois is the founder of The Jab Firm, where she focuses on criminal defense. She began her career as a public defender in Minnesota’s Tenth Judicial District before establishing her own practice.

Brisbois holds board certification as a criminal law specialist from the Minnesota State Bar Association and has taken more than 40 cases to verdict, obtaining dismissals or not guilty verdicts across a broad range of complex matters including sexual offenses, homicide, racketeering, fraud and abuse allegations. Kevin DeVore, a criminal defense attorney at DeVore Law Office, P.A., focuses exclusively on criminal defense in both state and federal courts. His practice areas include criminal defense, drug crimes, high profile matters, investigation state representation, violent crimes, sex crimes and DWI. He earned a J.D. from William Mitchell College of Law in St. Paul in 1996.
DeVore was admitted to the Minnesota bar in 1996 and the U.S. District Court for the District of Minnesota that same year. He subsequently gained admission to the Wisconsin bar in 2011 and the U.S. District Court for the District of North Dakota in 2012. Samuel Edmunds is a partner at Sieben Edmunds Miller PLLC. His practice encompasses criminal defense and personal injury. He holds board certification as a criminal law specialist from the Minnesota State Bar Association, a distinction held by fewer than 3% of Minnesota attorneys.

Edmunds began his legal career as a prosecutor at a firm representing cities before transitioning to criminal defense. He served as president of the Minnesota State Bar Association for 2024-2025, during which he publicly advocated for the rule of law, judicial independence and access to justice. He has served on the American Bar Association House of Delegates for more than a decade and holds leadership roles with the National Conference of Bar Presidents and the American Counsel Association.

His pro bono work has been a defining element of his career. He maintains an active caseload of expungement cases through the Volunteer Lawyers Network and launched a pro bono expungement program during the COVID-19 pandemic to help individuals re-enter the workforce.

Criminal Defense Attorney and Founder of Gallagher Criminal Defense Thomas C. Gallagher has practiced for more than three decades. He earned a bachelor’s degree in psychology before beginning work as a paralegal in 1984. He went on to earn his JD from the University of Minnesota Law School in 1988, then joined a law firm handling criminal defense and other practice areas before founding his own firm in 1993.

Gallagher has handled jury trials, bench trials, evidentiary hearings, probation hearings and appeals across a broad range of felony and misdemeanor matters. He also provides pre-charge counsel during police investigations and represents non-citizen clients navigating immigration consequences of criminal proceedings.

A prolific legal educator, Gallagher has taught continuing legal education courses on topics including jury trial practice, DWI defense and sex crimes defense. He has served as president of the Minnesota Society for Criminal Justice and as a member of the Minnesota State Bar Association’s board of governors. He is a member of the Minnesota and National associations of criminal defense lawyers.

Ramsay Law Firm PLLC Partner Dan Koewler has practiced DWI defense since 2008. He earned a law degree from the University of Minnesota Law School.

Koewler has shaped Minnesota DWI law through significant appellate work. In State v. Thompson before the Minnesota Supreme Court in 2016, he successfully argued that Minnesota’s decades-old DWI test refusal law was unconstitutional as applied to warrantless urine tests. In 2025, Koewler and Charles Ramsay uncovered one of the most significant forensic-science failures in Minnesota history by exposing systemic flaws in the state’s DWI breath-testing program that triggered statewide reform.

Beyond his own cases, Koewler has authored numerous amicus curiae briefs before the Minnesota and U.S. Supreme Courts on behalf of the Minnesota Association of Criminal Defense Lawyers and the Minnesota Society for Criminal Justice. He serves on the MACDL board of directors and chairs its amicus committee. He is a co-author of the Minnesota DWI Deskbook and a founding member of the DUI Defense Lawyers Association.

Nick Leverson is a criminal defense attorney and co-founder of Leverson Budke PLLC, where his practice focuses on DWI defense, assault, drug charges, gun rights restoration and expungement. He earned a bachelor’s degree in history before going on to receive his law degree from William Mitchell College of Law.

Leverson has built a reputation for detail-driven advocacy and a willingness to litigate aggressively when facts and law demand it. He has been particularly active in gun rights restoration, representing individuals seeking to move forward after completing their sentences, and has argued cases reaching the Minnesota Supreme Court in that area.

Beyond the courtroom, Leverson has served as an adjunct professor at William Mitchell College of Law and Mitchell Hamline College of Law, teaching criminal law and constitutional criminal procedure.

He is an assembly delegate for the Minnesota State Bar Association and holds memberships in the Minnesota Association of Criminal Defense Lawyers, the First District Bar Association and the Dakota County Bar Association.
