Moody’s outlook on Minnesota improves

One of the big three New York bond rating agencies has improved its outlook on the state of Minnesota’s fiscal condition. Moody’s Investors Service revised its view of Minnesota’s financial status to “stable” from “negative,” which had been its view of the state since August of 2001.

What exactly did Moody’s say in downgrading Minnesota’s outlook?

It isn't hard to see why DFLers at the Capitol are eager to talk about the Moody's Investors Service letter from earlier this month that downgraded Minnesota's credit rating outlook from stable to negative; it reads like a polemic against Pawlenty-style general fund budgeting--though, of course, the governor has not exactly been alone in relying heavily on federal stimulus dollars.
