The bill, carried by Rep. Ryan Winkler and Sen. Katie Sieben, would close $450 million in annual corporate tax "loopholes" to pay back the shift in just more than five years.

The survey found 24 of the 46 districts surveyed by the association will need to borrow, a significant increase over the 15 districts that borrowed last year.
