Despite political climate, GOP party units struggle for cash
Across the nation and in Minnesota, Republicans have had the wind at their backs this year. The governor of Minnesota is currently the only person who has the authority to call a special legislative session. But Democrats, chafing at Gov. Tim Pawlenty's hardball budget tactics, hope to change that reality by amending the state's constitution.
