Minnesota offers a “stunning example” of failed oversight in its Medicaid program and could owe the federal government “hundreds of millions of dollars” for overpayments to managed care plans in past years, members of a congressional panel investigating Medicaid fraud said on Wednesday.

It wasn’t until the redistricting maps were released that DFLers became noticeably interested in Minnesota’s 2nd Congressional District.

A pair of congressional subcommittees convened Wednesday morning's hearing on Capitol Hill to investigate state handling of Medicaid dollars. While Minnesota was not the specific focus, its handling of managed care contracts with HMOs and in particular the $30 million returned from UCare last year received intense scrutiny.

In the first hours and days after the state’s new redistricting maps landed at the Capitol Tuesday, the collective sense of relief among Minnesota Democrats was unmistakable.

Minnesota’s reapportioned congressional map yielded one well-publicized surprise by placing the home of Republican U.S. Rep. Michele Bachmann of the 6th Congressional District into the 4th District, which is represented by DFL U.S. Rep. Betty McCollum.

Michele Bachmann reported that her congressional campaign collected more than $4.6 million in 2011, but spent more than $6.2 million and ended with just $250,000 on hand.

The news comes days after Bachmann's first public appearance in Minnesota at a pro-life rally marking the anniversary of Roe v. Wade.
