The PIM interview: Sen. Linda Berglin on unallotments, GAMC and the health care budget

State Sen. Linda Berglin (DFL-Minneapolis) (pictured) is appropriately regarded as one of the most liberal members of the Minnesota Legislature, especially with respect to providing health care coverage to as many Minnesotans as possible. Berglin spearheaded the legislation that created MinnesotaCare, a state-supported health insurance program primarily for working Minnesota families whose employ[...]

Minnesota Hospital Association estimates impact of GAMC cuts, projects 7,600 health care jobs lost

As the Legislature scrambled last weekend to counter Gov. Tim Pawlenty's announcement that he would veto and unallot his way to a balanced budget, some of the most dramatic testimony about the impact of his first big line-item veto--of $381 million in General Assistance Medical Care (GAMC) funds for FY2011--got swallowed up in the tumult. So it's worth revisiting now as health care providers arou[...]

Fiscal fight: DFLers say Pawlenty agencies are gumming up the budget process

As DFL committee chairs in the Legislature scramble to compile the details of their budget proposals, a back-channel political controversy has erupted over the snail's pace at which Pawlenty administration agencies are providing them with the fiscal notes they need in order to determine the dollars and cents implications of policy proposals. The problem is most acute in the area of health and h[...]

Budget crossfire: The incredible vanishing $2.6 billion

In the flurry of budget activity last week, most media gave short shrift to what may have been the most surprising number of all. On Tuesday, Gov. But when number-crunchers in the Minnesota House and Senate took a closer loo[...]

How much would it cost to leverage the additional $2 billion in health care money in federal stimulus package? No one knows

Here's another lesson in seat-of-the-pants budget-making: Last week it was reported that the federal stimulus package passed in the U.S. House included about $2 billion in federal health care dollars for Minnesota--as long as the state does not change its eligibility rules. (Finance and Commerce's Bob Geiger filed the firststory on Jan. 28; the Pioneer Press' Jason Hoppin followed with his own st[...]
