33 states – plus the District of Columbia, Guam, Puerto Rico and U.S. Virgin Islands – already established either a medical or recreational cannabis program. This year, voters in five states will decide whether to legalize its use by adults or adopt a medical program. In the meantime, cannabis remains a Schedule I substance under federal law, which places restraints on the cannabis industry, notably its ability to access the banking system.
