Secretary of State Mark Ritchie gives a thumbs up to ranked choice, the voting system now in use in Minneapolis and St. Paul. But only as a citizen, he says. He is withholding his judgment as the state’s chief election official. His reaction, he says, comes from his personal experience as a resident of Minneapolis, where he has used the ranked choice system to cast ballots as a voter.
