Noor appeal: Ruling and dissent

The narrow Minnesota Court of Appeals majority that affirmed former Minneapolis police officer Mohamed Noor’s murder conviction and the dissenting judge who would reverse and convict on manslaughter were both right — and wrong — in their decisions, according to a law professor.
