Where an immigrant from China conceded that her application for asylum was not filed within one year of her arrival but argued that changed circumstances existed that would provide an exception to the deadline, the board found that even if the immigrant’s testimony were credible, she failed to meet her burden of proof to qualify for withholding of removal. Petition denied.
