Immigration – Asylum; Country of Removal; ‘Stateless’ Applicant

Where an immigrant who claimed to be “stateless” challenged the denial of asylum, arguing that the Board of Immigration committed reversible error by failing to determine his nationality as a predicate to deciding his eligibility for asylum, the immigrant did not assert this argument on his appeal to the board, so the claim is waived, and petition for review is denied because the immigrant did not establish a well-founded fear of persecution. Petition denied.
