Where petitioners from Hungary failed to apply for asylum within one year of entering the United States and failed to show extraordinary circumstances excusing the failure, the petitioners were ineligible for asylum, and substantial evidence supported the finding that petitioners also failed to show past persecution to support a withholding of removal even though they showed that their status as gypsies resulted in “pervasive countrywide discrimination.” Petitions for review denied.
