I also do not understand the question mark in the headline. Dean Janus IS an expert on the topic of civil commitment of sexual offenders, and his book was published in 2006. He has spoken on this subject many times across the country and written extensively on the subject. A quick Google search would have shed light on his expert knowledge.

Wm. Mitchell has been getting a lot of great publicity lately, both locally and nationally. There was a great story on the Star Tribune about the college’s Reentry clinic and one in the Pioneer Press about some great work their IP students are doing.

I do not understand the question mark at the end of the headline. It strikes me as disparaging. If the writer were unclear on that point, he could have chosen a different headline. But in case there is genuine doubt in the writer’s mind: I have devoted considerable time to studying the civil commitment of sexual predators, and to me, Dean Janus IS a national expert on the topic.
