State of Minnesota may petition for road improvements (access required)

The Minnesota Supreme Court paved the way for widening College Road in Brainerd, with a March 13 majority ruling that under Minnesota’s local-improvements special-assessments statute, the state can be an “owner” of real property for the purpose of petitioning a municipality for an improvement to a public road.
