Juvenile’s record not weighed; certification is reversed

A District Court judge abused his discretion by certifying a juvenile to be tried as an adult when he examined the statutory factors and didn’t expressly give greater weight to both the seriousness of the alleged offense and the child’s lack of a prior record of delinquency.
