EJJ wrong course for gang member (access required)

When a Minneapolis judge declined to try a 16-year-old accused of three gang-related drive-by shootings as an adult and instead ordered an extended jurisdiction juvenile proceeding, she placed too much emphasis on the juvenile’s potential for rehabilitation and not enough on protecting the public or the seriousness of the charges he faced.
