Cap on state payments is constitutional (access required)

The $100,000 cap on 2010 payments under the Sustainable Forest Incentive Act does not breach landowners’ quasi-contractual rights under a promissory estoppels theory – nor does it violate constitutional protections against takings without just compensation or equal protection.
