Absentee ballots are not public data, court rules (access required)

Sealed absentee ballots that were not counted in an election are not public under the Minnesota Government Data Practices Act the Minnesota Supreme Court has ruled, rejecting a request by several television stations to have access to ballots from the 2008 senatorial election between Norm Coleman and Al Franken.
